Mo Glancy, PE

Mo Glancy started Glancy Consultants in 2018 to help municipalities improve their Planning & Development, Community Development and Building Safety Departments.

Mo is a structural engineer and manager with more than 30 years’ experience in design, construction, plan review, permitting and inspections.  He has managed every phase of the municipal development process from site plan to final Certificate of Occupancy.  Prior to starting Glancy Consultants, Mo was Assistant Planning Development Director at the City of Phoenix where he managed the Development Division, a professional staff of 200 responsible for plan review, permitting and inspection of all construction in the city of Phoenix.  This included issuance of 37,000 permits for over $3 billion in annual construction requiring over 167,000 inspections each year.

With a career focused on providing a safe and code-compliant built environment through customer service and continuous improvement, Mo is uniquely qualified to assist municipalities.  He has in-depth experience in site, civil, sign and building plan review and inspections, permit counter operations and use of technology and data analysis to improve operations.  He has conducted community outreach to develop programs and policies and is adept at facilitating cultural change and fostering employee morale.
